Dr. Francis is the chairperson for Innovation Technology Service Office and Program Coordinator of Master of Science in Information Technology at the Laguna State Polytechnic University in the Philippines. He inspired the faculty of the University for his outstanding output in research. With his dedication and guidance, he was able to encourage the faculty members to conduct and publish research. In terms of research utilization, he shares his research outputs to the community in advancing technology in their daily work.

He has published papers in WoS-indexed journal (1), Scopus-indexed (23) and refereed journals (18). Moreover, he received several research related awards such as Best Presenter and Best Paper. He is also part of the editorial board of international journals.

He serves as an inspiration because he ensures that the research he produced are excellent and can help the community or organization. Even though there are so many challenges in extending the output of his research, he never gives up with helping the community. He extends his research expertise to others by teaching them and sharing his knowledge as invited speaker.
