Inspirational Success Story:

Dr. Elnor T. Luna is guided by his mantra in life, “UNITY IS THE HEART OF PROSPERITY”. This mantra made him the person and the leader he is today. Leadership is a crucial aspect of every organization, community, and even personal life. Effective leadership requires a combination of various qualities and attributes, but three fundamental pillars that stand out are unity, hard work, and discipline.

Dr. Elnor was instrumental in the conversion of Bakhaw Norte Elementary School (BNES) to Bakhaw Norte Integrated School (BNIS) in the District of Kalibo II establishing complete basic education from Kindergarten to Grade 12 for the full implementation of K to 12 law in the community. This conversion has provided for the holistic growth and development of learners in the community to unleash their inner potential and fulfill their academic aspiration of completing the Senior High School education. As a reflection of his accomplishments, the school has proudly produced outstanding young leaders who have brought honor and recognition to the institution. For three consecutive years, from 2021 to 2023, three of their student leaders were conferred the prestigious Youth Leadership Excellence Award (YLEA) by the Province of Aklan. This rare and notable feat is a testament to Dr. Luna’s commitment to nurturing student leadership, instilling in the youth the values of integrity, service, and excellence. The recognition not only highlights the exceptional talents and dedication of their students but also reflects the school’s unwavering support in developing future leaders who will inspire positive change in the community.

In terms of Human Resource and Team Management support to teachers, he introduced Project PADYA (Performance Award for Distinguished Mentors of the Year and Affirmation of Services) to recognize Bakhaw Norte Integrated School Teachers who exhibit remarkable dedication, commitment, and outstanding work performance through effective pedagogy and educational innovation. In its three years of implementation of this project, under the leadership of Dr. Luna, the school produced five (5) teachers who were promoted from Teacher I to Teacher III, and one (1) Teacher III promoted as Head Teacher I. One (1) teacher completed a doctoral degree, five (5) teachers completed master’s degrees, and one (1) teacher was awarded as Outstanding Teacher during the Pagkilaea 2023 while some others with Outstanding performances.

To promote learners’ well-being in terms of conducive learning environment, he introduced Project WOW BAKHAW (We Observe Wellness in Bakhaw Norte Integrated School), in partnership with the School Parent Teachers Association, Local Government Unit of Kalibo, Barangay Health Workers, and other stakeholders, to improve health and wellness, particularly on their nutritional status, learning performance, nourishment for their growth and development, boost their immune system, and practice of nutrition values.

In curriculum and teaching, he started Project ELNOR (Empowering Learners through Nurtured Outcomes and Results) to address the problem in literacy and numeracy through the implementation of Tutorial Sessions and Reading Remediation Programs in partnership with the Northwestern Visayan Colleges (NVC) Education Students. A Memorandum of Agreement (MOA) was signed between and among Dr. Luna and the Northwestern Visayan Colleges through the Office of External Affairs. This marked a key partnership aimed at enhancing the quality of education and fostering community development. Feedback from the teacher-advisers revealed that the reading proficiencies of learners have improved as shown by their performances in the PHIL-IRI Assessment and Comprehensive Rapid Literacy Assessment (CRLA).

He instituted the TAYOG framework in the school. The TAYOG framework represents the school’s aspiration to soar higher in excellence, inclusivity, and community service while staying grounded in values of accountability and sustainability. TAYOG is a Filipino word which means “soaring high”, “aiming upward”, or “reaching greater heights”. This serves as a guiding framework for their school’s vision, mission, values, and initiatives. As a result of this agenda, the school received two storey-6 classrooms building under the Silid-Aralan Project of PAGCOR, one (1) classroom under KALAHI-CIDSS, and two storey-4 classrooms building under the Special Education Fund of the Local School Board of the Municipality of Kalibo. He also led the Bloodletting and Blood Donation Activity in partnership with the Philippine Red Cross Aklan Chapter during the celebration of the school’s 8th Founding Anniversary which marked not only a milestone in the institution’s journey but also a testament to their commitment to community welfare.

Dr. Luna’s leadership goes beyond the school community. As a way of giving back and expressing gratitude on his daughter’s birthday, he conducted and led meaningful outreach programs, such as Project GUPIT (haircut), and the distribution of school supplies and food packs to learners and in the community. These initiatives demonstrate his deep commitment to community service and holistic child development beyond the classroom walls. Besides being academically and publicly active, he is also spiritually devoted. He extends voluntary services as Lay Eucharistic Minister in giving Holy Communion to the sick and elderly, and a lector and commentator minister. As an active youth-advocate and motivational speaker in the Diocese of Kalibo, he served for 25 years through providing leadership and youth formation every weekend in the outreaches and prayer communities all over the Province of Aklan.

One commendable community contribution he did was as among the composers of the Bakhaw Norte Integrated School Hymn being a member of the Aklan DepEd Choral. Indeed, in every community, there is one human being who has an urge to lead, to inspire, and to contribute for the greater good. There is always a leader among them who lives as an example. A leader jampacked with talents and skills, innovations, and vision. A leader who is purpose-driven and pious who can make a difference in every individual’s life. A leader with the capacity to serve both as a school principal and a public servant. And this is the one, Dr. Elnor T. Luna!
