Dr. Lunar’s most exemplary achievement lies in his transformative leadership in educational innovation and quality management at San Pablo Colleges (SPC). As Director of the Graduate School and the Research, Evaluation, and Publication Office, he pioneered the AHEAD (Alternative Hybrid Education and Asynchronous Distance Learning) Learning Platform at the height of the COVID-19 pandemic—an initiative that not only ensured uninterrupted learning but also embodied Total Quality Management (TQM) principles, stakeholder responsiveness, and equitable access for all students. This institutional innovation has since become a permanent model for adaptive learning, positioning SPC as a resilient, future-ready learning organization. Beyond crisis leadership, Dr. Lunar institutionalized the ORI Model (Optimize, Reinvent, Improve), which serves as SPC’s framework for continuous quality improvement, and authored the ALIVE (Academic Learning Integrated with Values Education) Framework, integrating moral and ethical formation into the academic curriculum. His prolific scholarship—spanning books, journal articles, and policy papers—bridges theory and practice, influencing educational leaders across the country and internationally. His works such as Optimize, Reinvent, Improve—The Innovation Strategy of SPC and Building Global Connections: SPC’s IZN Milestone have inspired HEIs to reimagine teaching, research, and internationalization.
