An accomplished educator, academic leader, and public servant, Glen S. Nolasco, MSc., has dedicated his professional career to advancing community development and empowerment. His leadership journey reflects a progressive commitment to academic excellence and civic engagement. He served as Program Head of the BS Biology Program from 2020 to 2024, followed by his appointment as Assistant Dean of the Institute of Arts and Sciences in 2024 and subsequently as Dean from 2024 to 2025. At present, he serves as Vice President for Research and Extension Services, a position he has held since 2025, where he leads initiatives that strengthen the connection between the academic institution and the wider community.

As an Assistant Professor I and Vice President for Research and Extension Services, he champions civic and extension programs that address community needs, empower marginalized sectors, promote environmental sustainability, and encourage science-based solutions to local challenges. His work reflects the belief that higher education institutions have a responsibility beyond the classroom—to become active partners in improving lives and building resilient communities. Through his sustained involvement in instruction, research, academic leadership, and community extension, he continues to exemplify the values of civic responsibility, servant leadership, and meaningful public engagement. His leadership impact is grounded through three focal and significant accomplishments:

  1. Environmental Conservation & Restoration: Glen S. Nolasco is the main proponent of the River Restoration Project: “Alleviating the Flora and Fauna of Freshwater Ecosystems,” a four-year environmental conservation initiative implemented across five major rivers serving the 21 communities of Mabalacat City, Pampanga, Philippines. Through the project’s three phases, he has led sustained river cleanup, restoration, and scientific monitoring activities, resulting in the collection and segregation of approximately one ton (1,000 kilograms) of solid waste from these freshwater ecosystems. The initiative has also produced baseline data on river pollution, water quality, and indicators relevant (access the data: https://scholar.google.com/scholar?oi=bibs&hl=en&cluster=6391422628119384147) to water safety and potability, providing evidence-based information on the environmental condition of Mabalacat City’s major waterways. Mr. Nolasco consistently reports these findings to the Sangguniang Panlungsod ng Mabalacat City, enabling environmental committees and local policymakers to utilize scientific evidence in the development and strengthening of environmental policies and ordinances. Through measurable environmental action, sustained scientific research, and engagement with local governance, his work contributes to the protection of freshwater biodiversity and the restoration and preservation of rivers that hold ecological, cultural, and social importance for thousands of residents across Mabalacat City’s communities.
  2. Asia Science Mission – Resilience Escalator Program (REP): Glen S. Nolasco actively contributed as a member and initiator of the Asia Science Mission–Resilience Escalator Program (ASM-REP) in Central Luzon, an initiative focused on strengthening community resilience and addressing persistent flood and disaster risks across the region. Through his involvement, he conducted the Community Resilience Transformative Scorecard, which assessed communities’ vulnerabilities, disaster risks, and capacities to respond to natural hazards. The initiative generated valuable, evidence-based data that can assist communities and local stakeholders in identifying priority areas for disaster risk reduction, climate resilience, flood mitigation, and preparedness. The data and findings obtained through the initiative can further guide local government units and municipalities in developing and strengthening disaster risk reduction and management plans, climate adaptation strategies, and relevant local policies and ordinances responsive to the specific vulnerabilities of their communities. Through this regional initiative, Mr. Nolasco expanded his civic engagement beyond Mabalacat City and contributed his scientific expertise and community-based approach to resilience-building efforts across Central Luzon, demonstrating his commitment to translating research and scientific evidence into practical actions and policies that can help protect communities from the increasing risks of floods and other natural hazards.
  3. Community Empowerment Through Science and Technology: Glen S. Nolasco has committed significant civic efforts to the development and empowerment of the Indigenous Peoples (IPs) of Sitio Haduan, Marcos Village, Mabalacat City, Pampanga, a geographically remote community covered by Certificate of Ancestral Domain Title (CADT) No. 025, where access to essential government services, including agricultural support, reliable water supply, irrigation, electricity, and other basic services, remains limited. Through his leadership and sustained community engagement, he successfully secured approximately ₱8.8 million in funding through the DOST Community Empowerment through Science and Technology (DOST-CEST) Program to support sustainable community development in Sitio Haduan. He initiated sustainable agricultural practices and established a mechanism for IP farmers to market their agricultural products at Mabalacat City College, generating approximately ₱5,000–₱6,000 in income for participating farmers per selling activity. He also implemented the Farmer’s Field Program to strengthen the agricultural knowledge, skills, and productive capacity of the community. Beyond livelihood development, Mr. Nolasco spearheaded initiatives for the conservation and utilization of the Balakat tree, an endemic species deeply associated with the etymology and cultural identity of Mabalacat City. Through the development of local products derived from Balakat and the propagation of its seedlings, the initiative creates opportunities for livelihood generation while simultaneously promoting biodiversity conservation and safeguarding the cultural heritage of the IP community.
  4. His civic engagement further addresses one of Sitio Haduan’s most critical challenges—water scarcity. Mr. Nolasco successfully secured approximately ₱2 million in DOST-CEST funding for a Hydraulic Ram Pump Project, designed to provide a sustainable water source for domestic use and agricultural irrigation for a community of fewer than 50 families. The project directly responds to the community’s long-standing lack of reliable water access while supporting agricultural productivity and improving household well-being. He also facilitated complementary community development programs, including TALAKAD (Tuklas, Alaga, Libangan, At KAalaman para king Dalan ning kaunlaran) and GABAY (Gender-Responsive Advancement through Business, Agroprocessing, and Yield enhancement), implemented in partnership with the Gender and Development (GAD) Office of the Local Government Unit of Mabalacat City. Collectively, these interventions demonstrate a community-centered model of civic service that integrates science and technology, sustainable agriculture, livelihood development, water security, gender-responsive programming, environmental conservation, and cultural preservation. Through sustained engagement with the IP community, Mr. Nolasco has translated academic expertise and government resources into tangible community interventions, generating measurable livelihood opportunities, strengthening local capacities, conserving culturally significant biodiversity, and addressing fundamental needs of an underserved ancestral domain community.
