Dr. Diobein is the President of the Santo Tomas College of Agriculture Sciences and Technology, Daval del Norte, Philippines. He obtained several degrees including Doctor of Public Administration, Doctor of Education and Doctor of Philosophy in Science Education.

Being the youngest college president in Region XI, he used his charisma and passion to lead the entire institution to growth and development. Under his turf, the college was able to secure institutional recognition including the eligibility for RA 10931 or the Free Education Local College in Region XI. He was also able to provide additional funding for plantilla items and salary increase. He also secured million pesos as a subsidy and hit the annual target income. In his time, construction of administrative and laboratory buildings was realized. He made instructional materials reproduction; resources and a learning management system for instruction are free to faculty and students. His notable efforts were recognized by different entities like Asia Pacific Association of Education Training Institute, Metro Bank Foundation of the Philippines, Boy Scouts of the Philippines, DepEd Region XI, UM Alumni Association and even DepEd Davao del Norte Division. In fact, he received several awards from different organizations and educational divisions.
