Among her most transformative achievements is her research-informed role in the drafting of the Cagayan de Oro City Ordinance on Preventing Early Pregnancy and Institutionalizing Social Protection for Child and Early Parents. This measure directly translates academic findings into preventive programs and protection mechanisms that benefit adolescent learners and young families. By ensuring that policy was grounded in research, Dr. Quiño-Justol demonstrated how scholarship can extend beyond the classroom to influence governance and long-term community welfare.

Her leadership in institutional research at Northern Bukidnon State College (NBSC) further illustrates her ability to convert research into sustainable practice. A study she led on the mentoring needs of Teacher Education students became the foundation for the EdPals Mentoring Program, a structured system of academic, professional, and emotional support for pre-service teachers. Now institutionalized, EdPals continues to shape the student learning experience, providing continuity of impact and leaving a lasting legacy within the college.

Dr. Quiño-Justol is also a prolific scholar whose research addresses pressing issues in education and student development. Her works span topics such as digital self-efficacy in HyFlex teaching, the influence of TikTok and text slang on language proficiency, assistive technology in inclusive classrooms, and the functional literacy of learners. She is equally committed to mentoring, co-authoring with students and guiding them toward publication in international refereed journals—a rare accomplishment in Philippine higher education that elevates both students’ research capacity and institutional visibility.

Beyond research articles and conference papers, Dr. Quiño-Justol has authored four textbooks—Foundations of Early Childhood Education, Research Methods in Public Administration, Purposive Communication, and Research Essentials.
