Tando is a Senior Lecturer at the Faculty of Humanities’ Department of Public Management & Leadership at Nelson Mandela University. He holds a Doctor of Public Administration from the University of Fort Hare. His research niche areas include Public Policy, Local Government Administration and Organisation Development. He serves in the South African Association of Public Administration and Management (SAAPAM) Eastern Cape Chapter Executive and as an Associate Editor for the Journal of Local Government Research and Innovation (JOLGRI). Tando has published and presented papers locally and internationally.
