The study was conducted at Capiz State University during academic year 2021-2022. Primarily the study aimed to determine the ethical climate and extent of practices of faculty and staff of Capiz State University and its relationship to rule bending. Data were analyzed using both descriptive statistics and inferential statistics. Results were interpreted at 5 percent alpha level of significance. As to the personal characteristics of the respondents, a bigger percentage of the respondents belonged to the academic staff, females and 31-40 years old, married. Generally, the respondents have a higher level of code and law climate but lower level of personal morality climate. A positive correlation (0.051) exists between personal morality and rule bending of the respondents. Moreover, negative correlation (-0.199) was found between the level of code and law climate and rule bending. This implies that employees of Capiz State University look to government rules or professional conventions to resolve dilemmas ethically. While in personal morality is found to be a significant relationship to rule bending behavior. This implies that employees tend to bend rule as they may be more important to someone than the values of the organization.
