This paper investigates the educational leadership in the Higher Education Institution (HEI) towards the development of the school policy. Mixed method research design is employed in the study, which deals with triangulation or Focus Group Discussion (FGD). Likewise, purposive sampling is utilized as the sampling technique. The study comprised thirty (30) respondents only. Results show that goals and expectation offer integrative approaches to leadership and implementation on productive support and response. Similarly, the resolution and alignment provides deeper understanding of school practice and discipline especially for instructional organization strategy and management for the improvement process. Furthermore, quality teaching support analyzes the value diversity, collaborative learning, and teachers professional learning while learning and development analyzes the goals and the sustainable organization and educational process relevant to teaching and learning development opportunity, outcome, and quality factors. Lastly, safe and orderly atmosphere supports the goals for an effective learning school system, strong leadership process, clear vision in the learning process, and creates a climate for better learning. This study concludes that there is a significant relationship between the educational leadership in the HEI and the school policy and development as observed by the participants.
