Manual collection of school violation fees remains inefficient and error-prone in many academic institutions, creating administrative burdens for student government officers and delaying enrollment processes. This study developed and evaluated DisciPay, a kiosk-based digital payment system designed to automate violation fee management in a Senior High School setting. Employing a mixed-method developmental-descriptive research design, the system was assessed by 30 purposively selected participants comprising IT experts and student respondents using a validated researcher-made instrument grounded in the DeLone and McLean Information Systems Success Model and the Technology Acceptance Model (TAM). The system was evaluated across eight dimensions using a 4-point Likert scale. Results revealed that DisciPay performed at a very high functional level in all software dimensions: automated record management obtained the highest grand mean (M = 3.80, SD = 0.45), followed by system performance (M = 3.60, SD = 0.52), data security (M = 3.45, SD = 0.52), and payment security (M = 3.35, SD = 0.50). Kiosk hardware evaluations similarly yielded very high functional ratings in processing speed (M = 3.64, SD = 0.51) and system availability (M = 3.52, SD = 0.55). User satisfaction was very high for both accessibility (M = 3.68, SD = 0.51) and user-friendliness (M = 3.67, SD = 0.46). These findings indicate that DisciPay is a functional, reliable, and user-acceptable self-service solution for institutional penalty payment management. Future studies are recommended to expand deployment to larger and more diverse institutional settings and to conduct longitudinal assessments of system performance.
