This study aimed to determine the impact of the National Irrigation Administration (NIA) system on agricultural productivity in Kalibo, Aklan, with particular emphasis on farmers’ demographic characteristics, the level of system implementation, the complexity of irrigation use, and differences in perceptions across demographic groups. The study sought to assess whether the NIA system effectively supports farm productivity, income stability, and sustainable agricultural livelihoods. The research employed a descriptive quantitative research design. Data were gathered through a structured questionnaire administered to 70 Irrigators’ Association Board of Directors in Kalibo, Aklan, using total enumeration. The instrument measured demographic profile, level of implementation of the NIA system (existing farming practices, socio-cultural norms, and environmental conditions), and level of system complexity (access and use, operation and maintenance, and payment of irrigation fees). Data were analyzed using frequency distribution, weighted mean, and Analysis of Variance (ANOVA). Results revealed that the NIA system has enabled expanded land use and increased planting frequency, but its contribution to actual yield improvement remains limited. Farmers generally accepted irrigation-based farming; however, deficiencies were noted in environmental management, technical training, procedural clarity, and payment transparency. Significant differences in perception were observed when respondents were grouped by educational attainment and farming experience, while no significant differences were found based on sex and age. The study was limited to NIA users in Kalibo, Aklan and relied on self-reported perceptions over one cropping period. Despite this, findings provide valuable empirical evidence for improving irrigation governance, farmer training, system transparency, and targeted interventions to enhance agricultural productivity and sustainability.
